The Beautiful Buildings Grant is designed to support property owners and tenants in enhancing the visual appearance of buildings in downtown Pullman. By funding small-scale, high-impact improvements, we aim to strengthen the character, charm, and vibrancy of our downtown district.
Grant Overview
Maximum Grant Award: Up to $1,000 in reimbursable funds
(50% match required for projects up to $2,000. For example: if your project costs $1,400, the grant will reimburse $700)Application Schedule (Quarter 1):
Applications open January 1
Deadline March 31
Review April 7 (DPA Design Committee Meeting)Final decisions will be determined by the DPA Design Committee and communicated to the applicant via email by April 10.
Review Process & Reimbursement
Projects are reviewed by the DPA Design Committee based on eligibility and visual impact.
This is a reimbursable grant. You must be able to complete the project and provide a paid invoice (or other proof of payment) in order to receive funds.
Reimbursement is issued after:
Project is completed, and
A paid invoice (or other proof of payment) from a vendor or contractor is submitted.
Additional Information
Applications open quarterly.
Eligible applicants may receive one grant per calendar year, per business/location.
Eligibility Guidelines
To qualify for funding, projects must meet all of the following criteria:
1. Location
The property must be located within the DPA Program Area.

2. Project Scope
Exterior projects only. Improvements should be cost-effective and easy to implement.
Qualifying projects include:
Mural restoration or a new mural
Fresh exterior paint (façade, trim, windows, or doors)
Awning installation or updates
and similar improvements
Excluded: Signage, interior improvements, building enlargements, seasonal decorations, improvements to sidewalks, parking lots, or landscaping
3. Visual Impact
Projects must enhance the visual appeal of the building exterior and contribute positively to the overall downtown streetscape.
4. Design Compliance
Projects must comply with all City of Pullman code and permitting requirements.
Enhancements to properties built before 1975 will be screened for potential design review.

5. Feasibility
Applicants must provide a project schedule and evidence of readiness (quote/work plan, confirmed materials, and required approvals/permits) showing the work can be completed within the approved timeline.
6. Property Owner Permission
If the applicant is not the property owner, written approval from the property owner is required.
7. Supporting Materials
All applications must include:
Project mock-up or visual (rendering, concept sketch, plan, or elevation)
Full project budget
Contractor or vendor quote
