B&O Tax Credit Program

Empowering Pullman: The Main Street B&O Tax Credit Program

The Downtown Pullman Association (DPA) recently achieved Main Street Community designation, opening a world of opportunities for downtown businesses and the community!

Through the Washington Main Street B&O Tax Credit Incentive Program, eligible businesses can invest directly in their local Main Street program and keep more of their tax dollars working here at home. Additionally, since the DPA is a 501(c)(3) nonprofit, contributions may also qualify for a federal income tax deduction as a charitable contribution.

When your contribution is approved by the Department of Revenue, you receive a Business & Occupation or Public Utility Tax credit worth 75% of what you gave. Instead of all of your tax dollars leaving the community, this program allows you to invest in projects that strengthen Downtown Pullman while earning a 75% B&O tax credit.

How it Works

Program Timeline and Availability

  • The Main Street Tax Credit Program opens on Monday, January 12and operates in quarterly phases. When businesses pledge contributions to the Downtown Pullman Association, they receive a 75 percent credit towards their business and occupation tax liability.

  • If you pledge before March 31, your contributions are guaranteed to stay in Downtown Pullman. They are not shared with other communities.

  • On April 1, any unused credits are released into a statewide pool, and the program becomes competitive. At that point, businesses across the state can apply for remaining credits on a first come first served basis.

  • If credits are still available by October 1, a final application window opens, offering one last opportunity to pledge.

  • Example

    $1,000 contribution in 2026 to the Downtown Pullman Association

    = $750 tax credit on your 2027 B&O taxes

    = $250 net investment in Downtown Pullman

    = $1,000 supporting downtown revitalization

How to Participate

  1. Pledge Early – Submit your pledge through the WA Department of Revenueby March 31, 2026. If you miss this deadline, make sure you pledge asap starting April 1 at 8 a.m.

  2. Receive Confirmation – Once your pledge is approved, we will send you an invoice.

  3. Make Your Contribution – Send your payment to the Downtown Pullman Association by September 30.

  4. Claim Your Credit– In January 2027, you will have the tax credit (worth 75% of your contribution) available in your DOR account.

Step 1. Sign into your DOR Account at HTTPS://DOR.WA.GOV

Step 2. In the upper right corner click a red button Log into MyDOR

Step 3. Enter SAW USER ID and PASSWORD then click LOG IN TO MY DOR

Step 4. Click GET STARTED

Step 5. Under ACCOUNT > click MORE EXCISE TAX OPTIONS

Step 6. CREDITS > MANAGE/APPLY FOR A TAX CREDIT

Step 7. Scroll down to MAIN STREET CREDIT APPLICATIONS

Step 8. Add MAIN STREET APPLICATION

Step 9. Scroll to DOWNTOWN PULLMAN and enter your contribution & tax amount

Step 10. SUMMARY Enter all stared fields, click AGREE then click SUBMIT

Step 11. You can print your receipt.

Step 12. DPA will invoice you for your contribution. DONE!
